First 5 Contra Costa allocates revenues generated from Proposition 10 to local programs that help children ages 0 to 5 reach their greatest potential in school and life.
First 5 Contra Costa provides grants in ten different program areas, called “Strategies”. Some Strategies support countywide programs, while others target communities with specific risk factors (e.g., low-birth weights, late entry to prenatal care, etc.) or parents, such as teen parents or parents who have children with special needs.

First 5 Contra Costa also supports our own programs called “Commission-Operated Programs”:
First 5 Contra Costa established a Special Reserve Fund in 2003 when we set aside $6 million to respond to the impact on First 5 Strategies from state and local budget reductions. Funding is approved for three years only, starting FY 2005-06 and ending FY 2007-08.
