Funding Overview

First 5 Contra Costa Children invests Proposition 10 tobacco tax revenues in local health and education programs for expectant parents and children birth to age five.

First 5 Contra Costa's funding allocations are guided by our strategic plan.  This five-year plan (2010-2015) outlines how we will invest more than $70 million through four initiatives:

  1. Early Care and Education to provide children with high-quality child care and preschool.
  2. Family Support to help children birth to age three attach and bond with their parents.
  3. Early Intervention Services for children affected by crisis or trauma, development delays, special needs, social, emotional, or health problems.
  4. Community Information and Engagement to provide information on health, parenting, and the importance of the early years and to encourage community members, parents, and policymakers to take action on behalf of children.
