Description
Alcohol, drugs, and tobacco smoke are harmful to the developing brain of a fetus and a child and those exposed are at higher risk for long-term health concerns or developmental delays.
The Rosemary Corbin House (RMCH) helps pregnant and parenting mothers identified by the child welfare system at risk of losing their child(ren) due to substance abuse. RMCH reunites mothers and children in a healthy setting, providing treatment, counseling, and parenting education for the mothers and mental health assessment and treatment for the children.
After completing residential care, mothers and children receive support for relapse prevention, ongoing therapy, parenting support, and child development services.
Results
Over the last three years:
- Mothers exhibited fewer risks.
- Children demonstrated noticable gains. Approximately one year after leaving the program, all children were on track meeting developmental milestones.

Most mothers who completed the program retained custody of their children.
